INST No. 1964515 / CAT No 70149. (HIGHEST OHM 10.000 / M OHM 100 / 500V) This is an Insulation Tester by Megger. Very good condition, however, it looks used. It comes in its carrying/protective caseIt. It looks to me very clean and seems to work just fine. I don't know much about this kind of equipment. When receiving the item test it and let us know how it went. I don't have more info on this item so please look at the pictures and ask any questions you may have.
