This is a very nice working antique. Switzerland made, it is sold as "Jaquet's Indicator" under H. H. Sticht brand name, at 27 Park Place in New York, N.Y.. It has a well used wood box that appears to be covered by leather. Hinges are rusty but work fine, and the edges of the box show it was used for years - probably to measure conveyor speeds, motor rotation, etc.. Tips are also in fair shape. I played with it and believe it works today as well as it ever did. It even feels like a quality item.
