It comes with the original box, unit, antenna and power pack. There is no manual. The unit itself powered up and I was able to receive the 2 weather channels just fine. I didn't leave it on, but for the couple minutes it was on, I scanned and it stopped on channels 8 & 15, but there were no transmissions during that time. It needs to be wiped down, but otherwise, I'm assuming the scanner works as well as the weather channels did.
