This is an old flat belt lacer that I have used some years ago, and do not need it any longer. I dont know who the maker is. It has casting marks and a serial number.If you know about this, please let me know. It is simular to a Clipper and uses that style of fasteners. I have one sleeve going with it. I bought these at a local hardware store. The condition is ; Good working order, could use a good cleaning, it is old, and probably an antique. Made of cast iron and steel. I would be nice to clean,polish,and paint just to look at. Email me if you want better resolution pictures.
